China Launches Trade Probes Into US Chips Ahead of High-Stakes Talks
Beijing, Sept 13, 2025 — China has opened two formal investigations into U.S. semiconductor imports just days before fresh trade negotiations with Washington, signaling rising tensions in the global technology and trade arena.
Discrimination and Dumping Allegations
According to China’s Ministry of Commerce, the first probe will examine whether U.S. trade restrictions unfairly discriminate against Chinese companies. The second will investigate allegations that certain U.S. chipmakers are dumping analog chips—components widely used in hearing aids, Wi-Fi routers, temperature sensors, and other electronic devices—into the Chinese market at below-market prices.
Officials in Beijing argue that these practices threaten domestic industries and reflect broader U.S. efforts to limit China’s technological advancement.
US Export Controls Under Fire
China’s move comes in response to recent American export controls and regulatory restrictions targeting Chinese tech firms. Washington has tightened rules on advanced semiconductor sales and added dozens of Chinese companies to its restricted trade list, accusing them of links to unauthorized chipmaking for Semiconductor Manufacturing International Corporation (SMIC), China’s largest chip producer.
Beijing has denounced these steps as “protectionist measures” designed to block China’s progress in fields like artificial intelligence and advanced computing.
Talks in Madrid
The probes were announced just ahead of September 14 trade talks in Madrid, where senior U.S. and Chinese officials are expected to address a wide range of contentious issues—including tariffs, export controls, and the ongoing debate over Chinese-owned TikTok.
Analysts say the timing underscores Beijing’s intent to enter negotiations from a position of strength while highlighting what it views as double standards in U.S. trade policy.
China Warning to Washington
In its statement, the Commerce Ministry warned that if the United States continues to “suppress Chinese enterprises,” Beijing will take firm countermeasures to defend its national interests.
The twin investigations mark the latest front in an intensifying economic standoff between the world’s two largest economies—one that increasingly revolves around semiconductors, the building blocks of the digital age.
