Socio-economic Factors and Environmental Sustainability in Pakistan
Pakistan’s environmental challenges cannot be understood separately from its socio-economic conditions. Population growth, poverty, employment pressures, urbanization, agriculture, water scarcity, energy requirements and institutional capacity are all closely connected with the country’s environmental sustainability.
Environmental degradation, meanwhile, does not simply damage natural resources. It can also affect livelihoods, food security, public health, employment, infrastructure and household incomes. This creates a cycle in which socio-economic pressures increase environmental vulnerability, while environmental shocks can further deepen socio-economic problems.

The central challenge for Pakistan, therefore, is to pursue economic development without exhausting the natural resources and ecological systems on which that development depends. The country’s long-term development strategy needs to combine economic opportunity with climate resilience, efficient resource use, stronger environmental governance and investment in human capital.
The research underpinning this article highlights this two-way relationship: socio-economic pressures create environmental stress, while environmental stress can produce development losses.
Population Growth and Environmental Sustainability
Pakistan’s rapidly growing population is one of the most important socio-economic factors influencing environmental sustainability.
According to the figures presented in the research, Pakistan’s population was estimated at 252.09 million in 2025, with an annual population growth rate of 2.07 percent. At the same time, the country’s labour force stood at approximately 83.14 million, including around 77.2 million employed people and 5.90 million unemployed people.
A large and growing population can provide an important economic opportunity. A growing working-age population can support production, entrepreneurship and economic expansion if people have access to quality education, skills and productive employment.
However, demographic growth also creates increasing demand for:

If infrastructure does not expand alongside population growth, environmental pressures can intensify. Rapid expansion of settlements can also place additional pressure on land and water resources.
This means that Pakistan’s demographic challenge is not simply about population size. It is also about how population growth is managed through planning, employment, infrastructure and public services.
Poverty and Environmental Vulnerability
Poverty is another major factor linking socio-economic conditions with environmental sustainability.

Pakistan’s 2022 floods provide one of the clearest examples of the connection between environmental vulnerability and socio-economic development.
The research presentation identifies approximately 33 million people affected by the floods, while total damages and losses exceeded US$30 billion. It also highlights estimates that between 8.4 and 9.1 million additional people could have been pushed below the poverty line, with the poverty rate potentially increasing by around 3.7 to 4.0 percentage points.

Housing, agriculture and livestock, and transport and communications were among the sectors severely affected. Poor and vulnerable communities also experienced significant livelihood and human-capital losses.
The economic consequences of such disasters can continue long after the immediate emergency. Families may lose productive assets, children may experience interruptions in education, food prices can increase and household incomes may decline.
This demonstrates why climate resilience should be integrated into Pakistan’s broader economic development strategy.
A country cannot achieve sustainable economic growth if repeated environmental disasters continually destroy the assets, infrastructure and human capital created by that growth.
Agriculture and Water Security
Agriculture sits at the centre of Pakistan’s environmental and socio-economic sustainability challenge.
The sector is closely connected to rural employment, food security, livestock and household incomes. At the same time, agriculture faces pressures from water scarcity, inefficient irrigation, land degradation, changing temperatures and rainfall variability.

The research highlights that 2024 was the ninth warmest year in Pakistan’s 64-year record, while rainfall was approximately 31 percent above the historical average.
Such climate variability creates uncertainty for agriculture, water management, infrastructure and urban planning.
For a developing economy, climate shocks can be particularly damaging because resources for recovery and adaptation are limited.
The research also highlights a projected 18–20 percent reduction in GDP by 2050 from combined climate-related risks.
This illustrates why climate policy should not be treated as a separate environmental issue. It is directly related to economic stability and development planning.
Energy Transition and Green Growth
Pakistan’s energy system is another important part of the sustainability equation.
Energy is essential for industrial development, household welfare, transportation and employment. However, dependence on fossil fuels can increase emissions and contribute to fiscal and foreign-exchange pressures.

Air pollution, heat stress and unsafe water and sanitation can place additional pressure on health systems.

Environmental stress can affect women through increased responsibilities related to water and food, livelihood disruptions and reduced economic opportunities.
Social Protection
Shock-responsive social protection can help vulnerable households recover after environmental disasters without losing long-term assets and human capital.
Investing in human capital therefore strengthens not only economic productivity but also society’s ability to adapt to environmental change.
Governance: The Missing Link
Even strong environmental policies cannot produce results without effective institutions.
The research identifies several governance challenges, including fragmented responsibilities between different levels of government, limited monitoring and enforcement, insufficient environmental data and inadequate technical and financial capacity at the local level.
Environmental services are often delivered locally. Waste management, drainage, water services, urban planning and environmental enforcement therefore require capable local institutions.
Pakistan’s sustainability agenda needs stronger coordination between federal, provincial and local governments.
Better environmental data can also improve decision-making. Governments cannot effectively manage air pollution, groundwater, waste, climate risks or ecosystem degradation without reliable information and monitoring systems.
Financing the Sustainability Transition
Environmental sustainability requires investment.
The research cites a World Bank estimate that Pakistan’s climate-resilient and low-carbon development agenda could require approximately 10 percent of cumulative GDP through 2030.
This creates an important financing challenge for a country facing competing development priorities.
Public resources alone may not be sufficient. Pakistan therefore needs to mobilize private investment and expand innovative forms of green finance.
The research highlights green bonds and Green Sukuk, public-private partnerships and international climate finance as potential financing mechanisms. It also notes a Rs. 30 billion Green Sukuk reported in the Pakistan Economic Survey 2024–25.

What Pakistan Should Do
A sustainable development strategy for Pakistan needs to integrate economic, social and environmental objectives.
The research proposes an integrated reform package built around eight major priorities:
- Climate-smart agriculture — efficient irrigation, resilient crops and soil restoration.
- Water security — groundwater regulation, wastewater treatment and conservation.
- Sustainable cities — better land-use planning, mass transit, drainage and waste management.
- Clean and reliable energy — renewable energy, efficiency and grid reform.
- Green employment — skills development for renewable energy, recycling, sustainable construction and water management.
- Human capital — education, health, social protection and gender-responsive resilience.
- Environmental governance — stronger data, enforcement, coordination and local capacity.
- Climate finance — green bonds/Sukuk, public-private partnerships and international climate finance.
These priorities should not be implemented independently. Their effectiveness depends on how well they reinforce one another.
For example, climate-smart agriculture requires water governance; renewable energy requires skilled workers; resilient cities require capable local governments; and climate adaptation requires adequate financing.
A Roadmap for Sustainable Development
The research proposes a phased approach.
Short Term: 0–2 Years
Pakistan should focus on the foundations of sustainability:
- Better environmental data
- Stronger enforcement
- Climate-budget tagging
- Emergency resilience
- Water and air monitoring
Medium Term: 3–5 Years
The next phase should focus on scaling successful reforms:
- Climate-smart agriculture
- Mass transit
- Renewable energy deployment
- Municipal reform
Long Term: 5–10 Years
The ultimate objective should be structural transformation through:
- Green industrial growth
- Resilient cities
- Low-carbon transportation
- A resource-efficient economy
Progress should be measured through clear indicators, including poverty resilience, water productivity, air quality, renewable-energy share, green employment and disaster losses.
Conclusion: Sustainability Is a Development Strategy
Pakistan’s environmental challenges are inseparable from its socio-economic realities.
Population growth creates greater demand for resources and services. Poverty increases vulnerability to environmental shocks. Agriculture depends heavily on water and climate conditions. Urbanization creates opportunities but also increases pressure on infrastructure and natural resources. Energy choices influence both economic performance and environmental outcomes.
At the same time, environmental disasters can undermine development by destroying homes, infrastructure, livelihoods and human capital.
The 2022 floods demonstrated the scale of this relationship, affecting around 33 million people and causing more than US$30 billion in damages and losses.
Pakistan therefore needs to move beyond the idea that environmental sustainability is simply a conservation issue.
It is fundamentally a development issue.
The country needs climate-smart agriculture, better water management, sustainable cities, cleaner energy, stronger human capital, effective institutions and innovative climate finance.
The ultimate objective should be to break the cycle in which socio-economic pressures increase environmental vulnerability and environmental shocks subsequently deepen poverty and economic losses.
As the research concludes, environmental sustainability should not be viewed as a constraint on development. It is a condition for durable development.
